Sector sheets
Health, education, agriculture, transport, commerce and administration: the hub's data, directory services, regulatory constraints and public actors for each sector.
For each sector: what the hub already provides, useful directory services, procedures to plan for and public actors. Links lead to hub pages, which cite their sources.
One rule applies to every sector: any personal data processing is declared to the CDP before it starts (procedure).
Health
- Hub data: hospitals (EPS levels 1 to 3, national services, private hospitals, from the 2020 Health and Social Statistics Yearbook). Health centres and posts are not included yet. Geography to link a patient or a facility to its commune.
- Directory: SMS for appointment reminders, identity to verify a user.
- Constraints: health data is personal data. Check with the CDP whether your processing needs an authorisation on top of the declaration.
- Public actors: Ministry of Health and Public Hygiene, CDP (institutions).
Education
- Hub data: higher education institutions (public and ANAQ-Sup-habilitated private), public holidays for calendars, languages for content.
- Directory: payment for tuition fees, SMS for parents.
- Constraints: pupils' data, often about minors, to declare to the CDP. Fee payments: e-money framework (procedure).
- Public actors: Ministry of National Education, Ministry of Higher Education, Research and Innovation.
- Typical path: Education sector.
Agriculture
- Hub data: no dedicated agricultural dataset yet. Geography down to the commune with 2023 population, official statistics catalogue for ANSD surveys.
- Directory: payment to pay producers, SMS to reach users without a smartphone, mapping.
- Constraints: SMS or USSD service: VAS declaration and short code at ARTP (procedure).
- Public actors: Ministry of Agriculture, Food Sovereignty and Livestock, ANSD.
Transport
- Hub data: transport networks (Dakar TER phase 1 stations, Sunu BRT lines B1 to B3, Blaise Diagne airport; partial coverage), geography.
- Directory: logistics, mapping, payment.
- Constraints: location data about people to declare to the CDP.
- Public actors: Ministry of Land and Air Transport, Ministry of Infrastructure.
- Typical path: Delivery sector.
Commerce
- Hub data: geography for delivery addresses, operator prefixes, banks, legal forms.
- Directory: payment, logistics, signature and invoicing.
- Constraints: registration, 18% VAT, e-money framework (registration, tax, e-money).
- Public actors: Ministry of Industry and Commerce, APIX, DGID, BCEAO.
- Typical path: E-commerce sector and Finance sector.
Administration
- Hub data: public institutions (Presidency, Prime Minister's Office, the 26 ministries of the Government of 1 June 2026, agencies and authorities), languages of Senegal, public holidays, geography.
- Directory: identity, signature and invoicing, hosting.
- Constraints: linking files requires a CDP authorisation (procedure).
- Public actors: Ministry of Telecommunications and Digital Affairs, Sénégal Numérique SA, Ministry of Public Service, CDP.
