Offer e-money payments
The BCEAO regulates e-money issuance. A digital service can partner with an approved issuer.
Steps
Only authorised institutions issue e-money: banks, payment institutions, approved issuers.
Without approval, partner with an issuer as a technical operator or distributor, under its responsibility.
At ARTP, provide the BCEAO approval or the signed agreement with an approved institution.
To issue e-money yourself: apply to the BCEAO for approval, with a minimum capital of 300 million FCFA.
