ARTP assigns short numbers and USSD codes to declared value-added service (VAS) providers.

Short number: annual fee of 500,000 F CFA excl. tax (5 digits) or 400,000 F CFA excl. tax (6 digits) per number, plus a 100,000 F CFA excl. tax processing fee.
Steps
Declare to ARTP as a value-added service (VAS) provider. The receipt is valid for three years.
For a short number, submit the request form to ARTP: 5 digits for SMS, 6 for voice.
For a USSD code, submit the form with a copy of the VAS declaration receipt.
Each February, send ARTP a report on how the number is used.
