What is needed to start and to withdraw?

To start and collect, an account is enough: 221 Pay asks for neither a NINEA nor an RCCM. Identity verification, on a single document (national ID card or passport), is required only before a payout and before registering a payout number. Individuals, freelancers and companies are accepted.
What is required, step by step

Verify identity
Verification covers one identity document (national ID card or passport),
photographed in the dashboard, Identity verification section. 221 reviews
the file within five business days of submission (review_eta in
GET /v1/kyc/status); the result appears in the same section.
